Sleepy Hill Road to Mall Hill Drive: 753 houses and 223 townhomes
Hampton Hills is a City of Lakeland neighborhood in north Lakeland, in Polk County, between Sleepy Hill Road and Mall Hill Drive. Berwick Hill park sits inside it and Sleepy Hill Middle School is right at its edge. Meadow View Lake and the Highland Fairways Golf Club are a short walk away.
The Polk County Property Appraiser's recorded subdivision layer shows Hampton Hills South Phase 1 recorded in August 2005, Phase 4 in June 2012 and Donovan Trace in July 2016. Of 976 units, 753 are single-family homes and 223 are townhomes. A builder-affiliated listing names Highland Homes, Lennar, Maronda Homes and Ryan Homes as the builders. That puts about two decades of wear on the oldest driveways, so a driveway replacement is a real option here, not just an add-on. The rest of the city we cover is on our Lakeland service area page.

City street or private lane: who controls the strip by your curb
Here's what sets Hampton Hills apart. The City's street centerline layer codes about 8.2 km of streets as City-owned, including Hampton Hills Drive, Haverhill Drive, Ashworth Loop, Prescott Loop and Madbury Circle. Another 1.3 km is coded private, including Exeter Lane, Hampstead Lane, Strafford Place and Woodbury Hill Loop.
On a City-owned street, the apron between your lot line and the curb is City right-of-way. The City's Public Works Engineering page says any work there needs a Right-of-Way Use Permit before it starts, and the apron must meet the Engineering Standards Manual. A street coded private isn't a City street, so the curb strip there may not be City right-of-way at all. Don't assume either way. Before a private-street apron gets replaced, check with your HOA and with Public Works. We'll quote to whatever they tell you.

Kendrick and Apopka sand: a ridge that drains, and still gets compacted
Unlike the flatwoods subdivisions in southwest Lakeland, Hampton Hills sits on upland ridge sand. The USDA soil map shows mostly Kendrick fine sand and Apopka fine sand, with some Tavares. The Kendrick series description calls it well drained and formed in loamy marine sediments, Apopka is described as very deep and well drained, and Tavares is moderately well drained. FEMA's flood layer puts almost none of the neighborhood in Zone A.
Good drainage doesn't let you skip the base. The sand still gets stripped of roots and compacted in lifts. That borrows the Florida Building Code rule for fill under a house slab: free of vegetation and compacted for uniform support. Joints go in no more than 10 feet apart on a 4-inch slab, cut a quarter of the depth. What well-drained sand buys you is a subgrade that sheds a summer storm faster than flatwoods ground. Keep in mind these map units come from an older USDA survey. Our site visit settles what's under your own lot.

Replacing a 2005 to 2016 builder driveway: tear-out, apron and paperwork
Here's what a full replacement involves. We break out the old slab and haul it off, regrade and compact the base, then form and pour. Tear-out adds $2 to $4 per sq ft to our driveway range. Going from 4 to 5 inches adds roughly 20% to the concrete cost but carries nearly 50% more load. That matters if a pickup or trailer lives in your driveway.
Residential driveways in Lakeland are processed by the Building Inspection Division and inspected by Public Works Engineering, with a pre-construction notification at least 48 hours ahead. Florida's lien law adds a step too: a Notice of Commencement must be recorded with the County Clerk before work starts on any improvement over $2,500, and when the direct contract tops $5,000, a copy also goes to the building department before the first inspection. High ground and the HB 803 exemption request
Florida's HB 803, effective July 1, 2026, lets owners ask for a permit exemption on qualifying non-structural work under $7,500 on a single-family home. Properties in a flood hazard area are excluded. Almost all of Hampton Hills is in FEMA Zone X, so that exclusion rarely applies, but check your own address on the FEMA map anyway.
The exemption still isn't automatic. You file the request and get written approval before work starts. Structural work is excluded, and you can't split one project into small pieces to stay under the cap. Whether a given patio or walk qualifies is the building official's call. Townhome entries, back patios and stamped borders
Own one of the 223 townhomes? Ask your association first who owns the concrete outside your door and whether it reviews changes. Your walk or patio may sit on shared ground. On single-family lots, a back Hampton Hills patio or a side walkway to the gate stays on your lot and skips the right-of-way step.
A stamped border or entry pad can freshen an older driveway without stamping the whole thing. A slab for a shed or workshop follows the building on top for its permit.
